City zoning rules limit the total height of fences, walls, and guard structures to 2.0 metres above natural grade. Glass and aluminum railings that are part of a fence or sit on a retaining wall must not cause the combined height to exceed 2.0 m. Taller designs may need special review.
Any deck, balcony, or exterior stair with a drop of more than 600 millimetres requires a guardrail under the BC Building Code. White Rock enforces this through Building Bylaw No. 1928.
