For new homes in Surrey, insulation work must follow the BC Energy Step Code. Builders need to model energy performance, do a mid-construction blower door test, and send in a verification report before the city will inspect the insulation. This ensures the insulation meets the required airtightness and thermal levels before finishing work can continue.

Surrey’s noise bylaw restricts construction work, including insulation tasks, to between 7 a.m. and 10 p.m. from Monday to Saturday. Contractors cannot do paid insulation work on Sundays without special approval, but homeowners can work on their own property.
