Composite Board Construction
A composite board is made from recycled wood fiber mixed with polyethylene. This combination gives it strength and helps it resist moisture. The outer layer is a co-extruded cap polymer, usually acrylic or ASA, which protects the board from UV fading, scratches, and stains. Higher-quality boards have a thicker, textured cap that looks like wood grain and hides signs of wear.
These boards come in solid or scalloped shapes. Scalloped designs are lighter and cheaper, allowing air to flow underneath. Installation uses hidden fastener systems that clip into the grooved edges or color-matched screws through the face. Matching fascia, riser, and starter strips finish the edges without showing cut ends.
A composite deck begins with a strong frame that safely supports weight. The ledger board is bolted or lagged into the house’s rim joist, and continuous flashing is installed over the ledger and behind the house wrap to create a drainage plane. This prevents moisture from getting behind the ledger and into the wall.
The deck surface is built with a slight slope to direct water away from the house, which is important in our rainy climate. Following the manufacturer’s specifications for joist spacing and leaving gaps at the ends of the boards for thermal movement helps avoid buckling when temperatures change. Good ventilation underneath is essential; trapped damp air can cause rot in the wood frame, so designs with open joists or lattice skirting allow air to circulate.
All fasteners and connectors are selected for high corrosion resistance, usually stainless steel or coated steel, to withstand Metro Vancouver’s wet conditions. Footings are placed below the local frost line to prevent soil heave, keeping the frame aligned over time.
Bylaw Requirements for Decks
In Surrey, most new or expanded decks need a building permit under the Surrey Building Bylaw. This rule applies to both composite and wood decking. The deck must follow the Surrey Zoning Bylaw and the BC Building Code. You should submit plans for approval before starting construction.
Burnaby’s noise bylaw limits construction noise to certain hours. For composite deck projects, cutting and fastening can only happen Monday to Friday from 7 a.m. to 8 p.m., Saturday from 9 a.m. to 8 p.m., and not at all on Sundays or holidays. Contractors must plan noisy tasks within these hours.
If your Burnaby deck project cannot be finished within the standard noise bylaw hours, you can ask for a Noise Variance permit for construction noise. This permit does not cover social events and needs an application to the city.
