Under the District of West Vancouver’s Noise Control Bylaw No. 4404, 2005, strata repainting is considered construction activity. On-site work with sprayers, compressors, lifts, and other equipment is only allowed Monday to Friday from 7:30 a.m. to 5:30 p.m., Saturday from 8:00 a.m. to 5:00 p.m., and is not allowed on Sundays and statutory holidays. Deliveries and equipment operation must also follow these hours. If a large project needs to run outside those times, the crew may need to get an Order of Non-Enforcement from the District.
For most strata repainting jobs, a building permit is not needed. The District’s guidance says that regular exterior painting and non-structural maintenance usually do not require a building permit. However, if your project includes any structural repairs or new exterior elements, you will need a permit.
