In East Beach, the City of White Rock requires a building permit for most exterior remodeling. This includes construction, repair, renovation, or additions to an existing building. It also covers constructing, covering, or enclosing a porch or sundeck, retaining walls over 1 meter, and other structural changes. If renovations exceed 50% of the current assessed value of the building, the entire building must meet the BC Building Code and White Rock bylaws. This rule affects major exterior upgrades like siding, window or door changes, and deck rebuilds.
In White Rock, exterior construction and remodeling work that creates noise, such as siding installation, deck construction, exterior carpentry, and power equipment use, is usually restricted to 7:30 a.m. to 7:00 p.m. from Monday to Friday and 9:00 a.m. to 7:00 p.m. on Saturdays. Construction noise is not allowed on Sundays and statutory holidays unless the City gives written approval for extended hours. Homeowners and contractors on East Beach must schedule noisy exterior work within these hours or apply for an exemption for special circumstances.
For typical single-family lots in White Rock’s RS-1 residential zone, principal buildings and accessory structures must follow minimum setbacks from front, rear, and side lot lines. These structures also have maximum height limits. These rules affect how far decks, balconies, and other exterior structures can extend toward property lines. They also determine where accessory exterior elements can be placed on East Beach properties, ensuring they stay within the required setbacks and height limits.
