Under White Rock’s updated zoning rules for Small-Scale Multi-Unit Housing, most single-family lots in White Rock (including West Beach) now allow secondary suites as part of small-scale multi-unit housing. This expands where basement suites can be built: single-detached lots in affected zones can have multiple dwelling units, but they must still meet BC Building Code, zoning, and parking requirements. However, the law does not legalize any basement suite built without a building permit—owners must still get permits, meet zoning and building-code standards, and register the suite or decommission it.
