Permit Requirements for Decks
In the Downtown District (DD) of Vancouver, any new or enlarged deck must follow the Downtown Official Development Plan and the Zoning and Development By-law. This means your vinyl deck membrane project must fit within the allowed building area and design rules for your property before the City of Vancouver will issue a permit.
The Vancouver Building By-law sets rules for guard height and design for residential decks. Typically, guards are needed when the deck is over 600 mm high, with a minimum height of 1,070 mm where the drop is more than about 1.8 m. The Zoning and Development By-law also limits guard and deck heights for roof decks. Roof decks with guards no higher than the minimum height in the building by-law may not count as floor area. These rules affect how your vinyl membrane deck and its railings are designed and approved.
