It is not allowed on Sundays or holidays unless special permission is granted by the City. For renovations needing a building permit, homeowners or contractors must apply online through DeltaOnline and submit architectural plans through the City’s ePlan portal. Paper and email applications are not accepted. The application will only be reviewed once the online form is filled out, the fee is paid, and all required drawings are uploaded.
